Obviously she had made some choices in life that had consequences. A tragedy. My gf daughter is 23 and has put herself in that type of situation, we are raising her two little girls. When people don't want help and continue in a self destructive path, families have to set boundaries.
I feel for her family and daughter.

Because she was a drug addict?

Be thankful you have never had to make the decision of giving a loved one a place to live vs. sleeping on the street.
