1st off there are two types of flooding. Backwater flooding and flash flooding

1) backwater is what we saw in BR area in 2016. water filled the tributaries and couldn't drain fast enough and backed up into low lying areas

2) flash flooding is like we had in BR last year. it rains so fast and hard for a short period of time that water cannot get out of the area into the tributaries fast enough. usually after the rain stops it drains away quickly.

what you are seeing is flash flooding and can happen anywhere. regardless of flood zone or not.


i take it you are in a rural area. if a stat highway, then you can contact DOT and see if you can get them to clean the drains/culverts. if parish highway then you are stuck with parish government

News flash, Louisiana is just barely above sea level. Your land will flood when you get torrential downpours. Research gravity and how water flows.

She may not be wrong. Typically parishes have limited funds for drainage projects both on the road and especially off the road. The reason is that in order to get certain taxes passed they have resorted to dedicated taxes to certain items. It's easy to get money approved for libraries, schools etc but harder to get general funds taxes passed. So, they may not have money to allocate to this as the general fund balances are usually stressed especially in a parish like Avoyelles.

The obvious question to ask is if this is a public or private street.

If it's new construction it's probably the contractors fault. I'd get after them asking for the ditches to be cleaned, claim they failed to provide sediment control BMPs. I'm sure AP has an ordinance requiring it. Next thing I would do is form a HOA, if needed you'll have capital to hire someone to clean the ditches
