He was a confederate general and from what I've read a POS to people he considered "lesser".

Right now, the City says it can’t do anything. It’s under injunction from a suit filed in 1980 by the Daughters of the Confederacy, at least according to some.

The Daughters of the Confederacy donated it in 1922, I think. They still exist, and they have a lawyer.
