-Take a job for significantly less money, fewer options for growth, in a city with a higher cost of living

Not everyone is happy being the boss. It can mean a miserable life if you're not ready for it or don't have the personality for it. Don't go there if you have doubts

Always take the money if you get a better title and cheaper cost of living.
Wife and I left Charlotte and combined we made about 150K and first year in Baton Rouge we made about 180k. From there it got silly and we more than doubled our combined income.

It doesn't sound like Tulsa must be a dead end job. If you take Tulda job and do well you may have a chance to end up in Dallas later anyway, if that's a possibility (lateral or promotion). If you don't like Tulsa then you still have a higher base salary to negotiate salary for another job.

Take the Tulsa job for 3 to 4 years to get the salary history and job experience. If you don't like Tulsa you can put yourself on the open market and find a job somewhere more attractive.

I'm honestly confused about how this is even a conundrum for you. A promotion, with significant payraise and presumably accompanying perks, to move to a great, pretty much beyond reproach, city in Tulsa, or a lower paying, less perky job in Dallas, which has a higher cost of living, way more traffic, a buttload more dirty illegal Mexican rapists smelling up the place, shitloads of yuppies, and the Dallas Cowboys capital of the world.
