Well, NBA players in general are like three or four standard deviations of athleticism (be it speed, height, coordination, explosiveness, leaping ability, or some combination thereof) above the norm for any race.
It's partially a cultural thing and partially a genetic thing, but what I think Redick is pointing out is that white Americans aren't in the game like they were even ten or twenty years ago. Europeans have kind of taken that mantle.
I've seen some ultra-athletic white kids come through Notre Dame recently. Harrison Smith was a damn athletic safety and has done very well in the NFL. Pat Connaughton had the second-highest leap ever at the NBA combine last year. Kyle Rudolph was/is an athletic freak. Samardzija would've been a great NFL receiver had he chosen that route.

What country do you live in? White suburban kids are obsessed with "urban culture." That doesn't stop them from finding out who makes varsity when they get to high school. Or that they're not getting invited to the AAU team that pushes raw athleticism over skill at earlier ages.

The most shocking thing to me about your chart is that Golf, Hockey, and Nascar are all headed for a major decline. Especially golf! the PGA's demographics are about to fall off the chart in the next 20 years since 63% of their fans are over 55 and they have the lowest percentage of 2-34 range. It also kind of contradicts your statement if you look at the age range. The NBA is probably the most balanced of all sports. Soccer has the highest youth following so it will probably continue to grow. The chart also doesn't show the racial demographics of the age ranges. Whose to say that the majority of the young NBA fans don't make up the majority of white NBA fans. I don't care much for basketball, but to say the NBA is on the decline is a bit insane.

That's an incorrect statement, The NBA was most popular during the 90's. At no point since 2000 has the NBA's popularity matched even the lowest year in the 90's.
