Don't know how it is in LA, but here in FL everything has been closed except for "essential businesses" for a while now, with restaurants only doing curbside pickup, delivery, or drive-thru.

I went out yesterday and places were still packed with tons of people out and about. It's like nothing has changed anyway.

Not sure anything would be any different with a true "shelter in place" order. Curfews have been in place and there were tons of cars on the road after the 10pm curfew.

People will do their own thing until there's actual repercussions for making unnecessary trips, which doesn't really seem possible to enforce.
