They won't, but the legislature needs to modify the statute that gives the governor this authoritarian power. An "emergency" situation does not last long enough for the legislature to hold two regular sessions. 30 days max. No extensions. If a disaster of some sort arises that needs more than 30 days, call a special session to deal with it.

a "COVID outbreak" in that study is "2 cases within a 7 day period"
I'm serious
It also ignored that almost 50% of schools with no mask requirement did not have 2 cases over a 7 day period for those 2 months
They stretched those numbers so hard to get that 3.5x number
