Legally, he didn't break any rules. But legal statutes aren't the only thing that matter here. Plenty of people have agreed that a full "lockdown" isn't necessary if people just keep their distance, practice hygiene, stay home if they're sick. But intentionally causing 1800 people to gather so you can line your pockets by being a con man preacher is despicable, and is the antithesis of what people should be doing right now. Even worse to prey on people by telling them you'll heal them if they get the virus.
