Governor Karen in Michigan would keep them closed to teach Walter a lesson in protesting. Although Walter does respect the rules.

This is like Pin the Tail on the Donkey now. JBE puts on a blindfold, approaches a wall with types of businesses posted on it, and sticks a pin in the wall. Whatever type business has the pin in it when he takes the blindfold off has to remain closed. He can take as many turns as he wants.
