Could have been the previous renter who went down to Mexico and came back. He dropped it off and the ISIS guy rented it next.
All Fox can say for sure is the truck was scanned at Eagle Pass a few days ago. It's possible the terrorist didn't even have the truck at that time.

It’s 11 hours if you don’t stop. Maverick CO SO is one of my clients. Driven it many times. There is a huge Border Patrol check point 1 mile north of Eagle Pass. If this guy was driving he would have gone through it.
