No competent Contractor pays sewer lines without a soil testing company testing the soil and stopping that from happening.

According to this board, they don't even have a road going to it so maybe kicking it in the old terminal for a while longer isn't the worst idea.

And a LOT of sand and fill was brought in on this job BEFORE construction. The engineers were ok with what they had and the GC brought in a buttload more sand because they werent satisfied with what the engineers were saying.

The virtues of Design-Build construction where the Gov't is the client.
I've also heard the two General Contractors on the building because one GC isn't enough screwed up the dimensions and now all of the restaurants that signed leases are crunched so tight together that some of the kitchens won't work. Tack on another $20 million to fix that problem.

One thing not mentioned was the original plan called for two concourses. A third was added after construction started. Cheaper to build it now than add on later.
