But I don't understand the people who have even the slightest skills, such as police officers, bus drivers, teacher, nurses, firemen, mechanics, plumbers, electricians, who stay in that city.

As long as officers are handcuffed and administrations are quick to burn someone, crime will keep getting worse.
The reason you don’t touch a pot of boiling water is because you learned a long time ago that it really hurts and until that same mentality is applied to committing violent crimes, nothing will ever change.
