SS depends on an ever increasing population to make the payouts to earlier participants, given politicians have never had the guts to normalize it for increased lifespans. Thus, earlier participants get more in payouts than they put in until it collapses. The original scam was get paid at 65 when that was the average lifespan. How else did it get $50T in unfunded liabilities?
That is the biggest scam.
The most outrageous scam is lotteries, i.e., "running numbers" back when the mob did it.
They have a 50% payout, a big win gets taxed, again close to 50%, and the ads promote the sum of the payments as "the jackpot" with no regard to net present value, which is literally the first concept covered in any basic finance course.

Not sure if I think organized religion is always a scam, per se, but you could make the point that most major denominations and many smaller and non denominational churches as well as many non christian religious sects have been used by unscrupulous men and women to consolidate money and power.

I think the "number of loads" on laundry detergent is equally a scam
If you read the instructions it tells you to use a full scoop for a large load, yet the advertised loads is based on half scoop.
