You do realize how many people never stopped going into work, never stopped shaking hands, hugging, etc? A vast majority of the state have never been "cautious".

People’s behavior changed without a doubt. You may be against it or fought it or not even realized it, but you had fewer human interactions over the last 5 months whether you liked it or not.

Louisiana. 56 deaths, two day total. 41% of total deaths are in NH's.

Thing are not just good, they are GREAT! Louisiana is not a meaningful area of discussion. Jefferson and Orleans parishes should be looked at separately, and I'm sure other divisions would be wise, but I'm not knowledgeable enough to say which.
Here are the links to graphs for Jefferson. Orleans Parish graphs look almost identical.
NOLA.com data. Sort cases and deaths by parish
IMO, Jeff and Orleans are the first two counties in the USA to undergo a second wave, and it's a big nothing. Cases are declining, and deaths have peaked.
At our peak, in April, JP was losing about 230 people in a two week period; in our second wave we are losing about 22.
The first wave in Louisiana was primarily in these two parishes and the state peaked at about 2200 hospital patients (COVID). Our second wave peaked at 1500. Even the first wave peak did not come remotely close to our capacity to handle it.
If I was Governor I would order phase three next week. All children would be encouraged to go back to school.

We'll just have to see what kind of bullshite the politicians come up with. If the state economy is recovering and jobs are coming back then we will be on an huge uptrend.

If mask mandates were to be shown to work when one looks at the data and based on what we know concerning the timeline of the virus when would you expect a noticeable effect?
Concurrent with the date of the mandate (immediately)? 4-7 days after the mandate? Before the mandate? Weeks after the mandate?

Lots of other things happened about the same time as Phase 2, including protests, but it appears as though this thing is having a tropical/sub-tropical seasonal pattern in the Southern states.
However, while I would argue that most everything should be opened, I will say that bars are likely one of the riskier activities.

A vast majority includes those that don't live in New Orleans. Some people have been furloughed because of this, and some people have been working from home. If you are one of them working from home, then you have no idea how many still leave their home for work. Construction, plant workers, a LOT of office workers, all those "essential" retail, fast food, healthcare, etc.
I don't disagree that some people's behavior has changed. Daily commute in Baton Rouge isn't what it normally is, but isn't that far off. Similar to school holiday traffic. Since you know, no school traffic until last week.
I work in the construction industry. My work life and human interactions have only been reduced by not going to movie theaters. I see the same amount of people at the office, without a mask in sight. Until a couple weeks ago, we had all our normal onsite meetings, pre-bid walkthrus (even on LSU's campus when they were "closed"), etc. Relatives that work for the state said they have masks to put on when walking thru the lobby where they might be seen, but that nobody wears them behind closed doors. Anecdotal, but I'm sure that is going on in a lot of places.
The only time I've worn a mask as anything other than a chin strap has been on trips to Orlando when in the theme parks. If something I want to go to has been shut down by the government locally, I just travel so that I can still do it. My family has all traveled quite a bit as well.
I know there are those that go to the grocery in full hazmat and hose down their produce in the driveway before bringing it inside. And those that disinfect Amazon deliveries, leaving the cardboard boxes outside.
I still say that those are the minorities, and the vast majority IS continuing to live their lives, or at least their work lives, relatively the same as always.

Numbers will always be made to look like hell is breaking loose in LA. Doesn't matter if we had zero cases they would find something else to gripe about and tell us to JUST WEAR THE MASK.

This is false. Go out in public - I mean places where masks are not required, like playgrounds - and notice there are a lot of people wearing masks. Then consider that the most cautious people won't even go out.
