Is it legal to live in your car in a semi public parking lot?

Parking lot at work has no signage preventing loitering, as it is a pretty decent part of town and have never had any issues.
Last week a car was towed here by another car and there has been a guy living in it for a week.
Today another car gets towed here.
Is this legal?
I know, get off my lawn, I work in a trashy area, and somehow this involves my mom.

Lots of people do it here but it is mainly sprinter vans in climbing gym parking lots so I guess the dynamic is a bit different

It is either public or private. Most Cities have ordinances that prevent this but they many cities also have areas they allow this for an "x" number of days.
We have a guy that does this. He is a seasonal worker and travels often so instead of paying to rent a place he has a nice truck, dark tent, and usually stays at Wal-Mart or pulls into a nicer hotel parking lot where no one notices. He just comes in early and takes a shower. Most people have no idea. I am guessing he makes $50k or so a year. He would just rather save the money than waste it on rent he says and he doesn't mind living in his truck.

Maybe it means that half of it is public. Or maybe half of each parking stall & circulation aisle is public. Yeah, that's probably it.
