They have engineers in management from top to bottom, paying them engineer salaries. One I know is basically a personnel manager. Makes over $100k/year while dealing with stuff like employees not putting toilet paper on the rolls properly. Zero engineering involved.

They just finished fixing an area just like this on I-55 in Hammond. It took them forever. What was really weird was they dug it out before they started filling it in. I’m sure it cost a small fortune but being in the parish where our esteemed governor is from is too much

DOTD can’t be bothered with such nonsense...

For some people, this is an engineer's wet dream.
First, you have to draw out a plan. Then, get 10 different agencies to sign off off Said plans in 180 days.
Once completed after another 180-day delay, you start to go for the roll, but the stock is empty.
You then wait another 180 days to get the supplies and government funding necessary to purchase rolls. Then you go change the roll only to find out that in the time that it took to get the roll the dispenser changed and you have to go back and reorder the correct roll size. After someone bribed another government official to get new dispensers and did not tell anyone.
So after about 2 years, the roll is finally changed.
That is the government in a nutshell.
