Why is it a break tag ?
They test the windshield wipers, blinkers, lights, horn, breaks etc etc

I had a cracked windshield, so I had to fix it to get one. I wasn't getting a new one during grinding season, and was about to get it fixed, but I got popped before I could do it

No
It is a non-moving violation.
Moving violations are illegal movements (speeding, turning, crossing lanes, etc...
If it isn't an illegal movement it is not a moving violation.

You mean inspection sticker? Not a moving violation. Though they'll slap a warrant on you in a heart beat if you don't pay up.

Brake tag, inspection sticker what ever you want to call it....IMO it's extortion...what's the purpose of having to get it inspected every year? Change it to every 4-5 years....and what's up with having to renew registration every four years it's not like they give you a new plate every time .... should only have to register it once when you purchase the vehicle period
