The perpetual war playbook
Step 1. Claim a country in the Middle East posses a real threat. (Iraq)
Step 2. Topple said dictator which leads to a power vacuum.
Step 3. Power vaccum causes new terrorist group to rise. Now claim that we need to stay longer to rid the area of these new terrorists. (ISIS)
Step 4. With new terrorist nearing defeat it's time to start a new regime change war. (Libya, Syria, Iran)
Step 5. Goad new regime of interet into giving you enough to reason to attack and then attack when given that reason.
Step 6. Take out someone important which causes said regime to retaliate.
Step 7. Congrats you know have "justification" to bomb another regime.

I would say the UN would be the ones that would likely apply the label, but maybe NATO would as well.
I mean, they didn't deem the IRGC a terrorist organization, but yes, the UN (or NATO) could.

Easy to come up with a playbook when you apply what you think will happen into the future merely because of what happened in the past. The boondoggle in Iraq and Afghanistan is bad and needed to have never occur.
But in 2020, state actors don’t fire ballistic missiles at another country’s military bases. Just because we fricked up before doesn’t mean we ignore the right option now - a thorough strike focusing on main military hubs, major infrastructure (refineries) and nuclear facilities with air strikes.
