Yes those are steel wheels.

Take them to a powder coater(if you like the wheels). Blasting and coating should only be around $60/wheel. That’s probably less than (or equal to) the cost of the steelies you posted. I think I paid $65/wheel for my last set. Scuff up and rattle can the hub caps.

Additionally, We had a contract with Ryder for years to recondition their big trucks when they were returned from lease. We would wash the wheels, scuff them (Ajax/Commet and a wet sponge) and rattle can them with black satin all on the truck. We had no problems with adhesion or appearance.

I don't like the wheels I have now. Just been waiting til I decided what I wanted and needed tires before I did an upgrade.

A guy at work did what you're talking about with the powder coating. His came out good.

I think the pic in the OP is from a site that had those for 95ea.

Has the finish held up? How much did you pay?

The picture that OP posted looks like an OEM steel wheel, and the finish on those doesn't even last a year in South Louisiana (in my observation).

Same wheels I had, didn't look great if you got real close, but was fine from normal distance. Held up surprisingly well. Didn't cost much, maybe two cans of plastidip. Gave me time to think about what I wanted, which ended up being a DCSB instead of the Access Cab I had in the 2nd gen that didn't fit my kid.

I'm not in Louisiana or exposed to salt much here though.

Steel wheels don't rust fast as hell in south LA.

Almost every commercial truck on the road has steel wheels on them.

Heck, most vehicles are covered with steel.

They got this new fangled steel protectant called paint.

Yep, those heavy steels will drop you from 18mpg to 16mpg.
No matter the wheels, Tacoma = terrible gas mileage.
