There were plenty of options before they banned it. Smoking in restaurants has basically been non existent since the 90s. Bars like Ivars were non smoking years before we made laws about it.

Look at Venezuela and Iran where the dictatorships have strong opposition from the middle and upper classes but they're heavily backed and strongly propped up by the poor who vastly outnumber the middle and upper classes because they were promised a lot of "free" goodies.
It's why we will never ever truly eliminate welfare as its a bribe to keep them quiet.

The reason given was that they didn't want to alienate a small part of their clientele and lose it. Margins being super tight I would imagine.
Owners want it, but can't afford to do it. If everyone is on the same playing field no one has go suffer for being wrong.
