Hair and makeup will do that. Years ago when my wife’s niece was little she did beauty pageants. Two things that always disturbed me at those parents was (1) how some of the little girls would have hair and makeup done that made them look like someone had put a woman’s head on a child body and (2) it was their mommas fixing them in in such a manner.

At 22 her growth plates are already fused. Short of that leg lengthening thing they did in Gattaca she won't get any taller
The hopeful thing is in the question of her reproductive capability. Her female organs are all formed but if the chemo obliterated her pituitary gland then she doesn't naturally produce the hormones needed to ovulate. To that end, there are treatment options in the form of hormone therapy to possibly help her out assuming everything else is normal and I would imagine she's already been on it for years
