First, I would appoint my own puppets to every board and commission in the state to carry out my will and give me some power within the districts of legislators I don’t agree with.
I push for tax reforms to abolish the state income and inventory taxes as well as ITEP, film credits, and inventory tax credits.
I use the line item veto and my commission and boards to extort key opponents in the legislature, threatening to essentially defund their districts entirely if they don’t tow the line on key issues.
Push for constitutional convention as soon as I know I can manipulate the delegates to be a majority of people who will support my ideas.
Some of those reforms in the new constitution will include:
1. Consolidating many parish governments to create fewer and larger parishes to cut down on unnecessary duplication of efforts.
2. Flipping the balance of power in funding and management from being more state government based to being more local government based, especially in education and healthcare (but keeping roads at the state level for leverage purposes)
3. Largely eliminating dedicated spending except for highways (while limiting what can pull from the highway fund)
4. Limit collective bargaining by government employees and remove firing protections in exchange for greater pay
5. Legalize marijuana, gambling, prostitution, and greatly reduce regulations on alcohol sales at the state level so locals can decide for themselves whether to keep those things illegal
6. Mandate that funding for District Attorneys and Public defenders come from the same source and are funded at the same level
7. Outlaw civil asset forfieture and mandate that proceeds of sheriffs sales from criminal asset forfeiture and citations (DUI, speeding tickets, inspection stickers, etc) can only be spent on roads or education.
8. Consolidated higher ed
9. Eliminate many boards and commissions currently appointed by the governor and allow local governments to manage those responsibilities.
10. Trade work requirements and greater accountability for various entitlement programs for increased benefits to those eligible
11. Create a program where coroners notify voting registrars and entitlement offices to update all of those lists as soon as a person dies.

Sign deals with private builders to build a major toll road system. Making it easy to navigate the state instead of the shite show it’s currently in.
Close ULM and consolidate it with LA Tech. Close SU Nola and SU Shreveport. Close Nichols, McNeese, and Southeastern. Spread the money in the UL system more efficiently.
Crack down on criminals. No tolerance.
Initiate a major cleanup of the litter on the side of roadways. Focus on major interstates then the larger highways. Cleanup major intersections off highways and underpasses where people dump trash.
Finally, bring back rest areas on the side of highways. Millions of people pass through Lousiana every year either goin to nola, br or the beaches. There’s little to no rest areas. A nice area where people pull off to use the restroom, get snacks in vending machines and other tourism info. Simple. Blanco decided those were unnecessary years ago and cut them. The only ones I know of are the welcome centers at I-10, I-20, and one new area off I-49 near Washington/Ville Platte.

This is a great plan. Sadly, in a state like Louisiana this would be hard to accomplish.
As for me: I'd have one badass inauguration party. I'm talking pissing away state funds like no tomorrow. At the end of Mardi Gras right before Legislative Session beings, I would resign.

It’s just a matter of time before the Pelicans are sold and moved to Seattle. The fan support isn’t there. The arena is nice and all but there’s just no market for NBA in Louisiana and the gulf coast in general.
