I did some social work out of college, I’m fairly certain the money didn’t hit on the 1st either. I think it was like the 7th? I can’t remember
I trust the Bone Thugs N Harmony hit song over a couple of OTers who have never been on the Govt tit.

Not sure where you hang out, but I have never seen this.

That's exactly how it works at my company(private industry). Payroll direct deposits hit at midnight on the 1st and 15th.
The transfer may happen at 12:01, but the money is usually not accessible at 12:01 it’s only pending at 12:01. That’s my point. For example if you have $80 in the account, transfer is $300, and you try and remove more than $80 it won’t be allowed until the transaction actually goes through which would be a couple hours or more later.
Most people especially those with near $0 balances can’t pull out money that is pending.

My paycheck will show pending for most of the morning on payday. But I use Chase and I assure you they make all of that amount available while it's pending. That may not be the case for all banks but direct deposits are pretty guaranteed unlike depositing a paper check(that still takes half a day for me to access after depositing one).
So it makes sense in this modern era they are able to access direct deposit funds at 12:01.

You can adjust your daily limit to whatever you need. At least at my bank you can.

As I was thinking about this, my conclusion was that I'm glad I'm not living a life anymore whereby I'm out at midnight in places where I'm able to see degenerates crowding ATMs

WIC and food stamps/ebt are not the same thing. WIC is what food stamps should be, a stringent list of pre approved nutritional items for Women Infants and Children (WIC). Not money for buying flaming hot cheetos and faygo.

My ATM limit is $2500 a day but I never use it because I almost never use cash, even when going out of state or country. I get $50 cash back at the supermarket check out maybe every 5-6 weeks.
