Can they arrest you if they don't actually pull you over. I know this sounds dumb but my friend is trying to argue that this story is fake because my friend it happened to could have faught the charge because the cops never pulled him over or saw him drinking

Can they arrest you? Sure
Will the charges stick? Maybe

because my friend it happened to could have faught the charge
2) If they can arrest you for having keys in your pocket while you're passed out in the back seat, yeah I'm sure driving to a police station is enough.
3) Let's hear the story of how your friend got in this situation

The reasonable suspicion that a crime has, is or is about to accour leading an officer to the probable cause a crime has been comitted.

I drink and drive all the time. I'm drinking right now. Got a 15 min drive to my house. I can function when I drive.

Yes.
Your friend is stupid.
Make sure to tell him that Scruffy thinks he is stupid.

If I drive to a police station drunk, something WAY more serious than a DWI is going down in my presence.

One of my coworker's kids did this. Yes he was arrested and the charges stuck.

Didn't some guy get arrested a few years back for walking in drunk to Troop A and trying to book a room?

My old roommate pulled up to a cop at a gas station to ask directions. He was arrested and given a dui.
