If you could fix only one thing in NOLA

So we all know NOLA has a long list of problem, here are just a few
-The pump system is in the toilet
-The major is a pandering bafoon
-Rampant crime
- Terrible public schools
- Terrible Roads
The list goes on and on, if you could fix one thing and make it perfect, which would you choose?
ETA: I would fix the pumps, when the city is below sea level, de watering pumps are crucial.

Easy ... Infrastructure. With good infrastructure business will start to invest in the city.

Its easy just to say Rampant Crime, but if the Terrible Public Schools were magically changed into amazing public schools, that would go the longest way.
The problem is Public Schools are only as good as the students in them and the parents of those students.

The one you didn't list - corruption. City has money to fix a lot of the infrastructure but kickbacks and political patronage are expensive.

Solving this would get rid of everything else. Schools would be exponentially better. Mayor and most of the city leadership would be in jail (I am assuming you are including white collar crime and malfeasance), and the resources expended/lost/wasted dealing with that element could be redirected to roads/pumps.
