Define “heinous”.
If your definition and mine are similar, I can’t see a scenario where I would wait 20 years. I’d report or plot for 20 years how to kill said person without being caught.

Yes. Absolutely. I don't see why anyone wouldn't.
If I had some "heinous act" against me as a kid, and for whatever reasons I never reported, I would absolutely report the act today.
What if the person is still actively committing said heinous acts?
It's your duty to do something.
