Idiots who go out in public wearing shorts in cold weather

Doing errands today. I see a few idiots wearing shorts with a lightweight sweatshirt, pants with a short-sleeved t-shirt, shower shoes with socks, lack of appropriate protective clothing, etc. I saw one guy standing at the cash register tip toeing back and forth and shaking while checking out. Saw another fool running around the grocery store (it was cold in there) trying to quickly get things so he could get back to the car.
These people don't look poor. Do these fools not check the weather, not have a winter wardrobe, or are just lazy to bundle up? I see this mostly with people below 30, but I have seen successful dad's at school drop off kids on cold mornings wearing shorts.
Anybody do this, and what is your reasoning?

The frickers who do this are the same ones who most likely don't throw anything in the car when they go somewhere. So, if shite goes sideways your stupid arse is stuck in some of the coldest weather you've seen in shorts, sandals with socks, and a light hoodie. Then, people will have to act all sad and shite when you lose a few fingers or die of hypothermia.

If I’m going to the gym I can stand the 10 second cold walk inside vs having to carry a bunch of clothes around me for a couple of hours.

I ran out to pickup boudin this morning for breakfast in the shorts I slept in and just tossed on a sweatshirt.

One thing I always stress to my kid when he's picking out his clothes for the day is dress so you could spend 1 hour outside comfortably. You never know what might happen.

I decided not to go into the office today so that I could run a few errands. I almost always wear shorts if it's above 35*. When I went out around 9:00 am it was 41*. By the time I was finished my errands it was 25* and windy as all get out. Yeah, I was a little cold - but so were the folks in long pants.
