But this one would be especially exploitable. I mean there are already speed traps where the MPH drops abrubutly where it's almost impossible not to speed without forceful breaking; imagine if that extended back even further.

They use some other word for "quota". Even cops have downloaded a thesaurus app by now. Once they got auto-fill spellcheckers out and cops learned a thesaurus wasn't some cartoon dinosaur anyway.
