The area where 98L is currently located, and will be attempting to develop, will see a good bit of wind shear in the uppet levels as a result of Hurricane Fiona's outflow. This will limit organization and strengthening for the immediate future, but it is the most wind shear that this system is likely to see in its lifecycle. This has been a pretty consistent trend in modeling over the past 24hrs or more of model runs.
Moving further West, and out into time, shear will be minimal. Land interaction would be the main limiting factor, which is why the track approaching Cuba is important.

Supposed to be in Jamaica from Friday until Thursday. If I'm looking at it correctly, it's projected to be a tropical storm in that area maybe Monday or Tuesday? Is that right?
