Except that it isn't legal to let a project without full funding, so spreading it out is not legal.
Bottom line is it will take alternative funding methods like tolls or P3 to accomplish.
Not as easy as most people want to believe.

I live in Baton Rouge but work in Brusly. Today, of all days, I had to go to a conference out in Livingston! What a break! Plus I was done and home by 12!
