He lives in a flooded area of Livingston, I am sure he has plenty things to do, and is probably in SUPER high demand as a HVAC tech.
This morning, he stopped at my FIL's house in BR, got the unit running, probably saving the house from getting mold (its been completely stripped, sprayed, etc), and charged my FIL next to nothing for doing it.
I will start calling him for all my HVAC problems and will get some cards from him to pass to friends!!!
edit for post below from Ed

Honest business practices during time of havoc will reward him in the future. That being said, when dealing with contractors GET MULTIPLE QUOTES PEOPLE!
I've heard flooring and sheetrock guys are charging double if not triple what they normally charge.

What did the issue end up being?
After reading the "ac help question" threads I always really need to know what resolved the problem.

I am almost too embarrassed to say but the biggest problem was mismarked breaker. I use to be an electrician, but without a Fluke, there's not much you can trouble shoot. The next door neighbor is a HVAC guy as well and he came over the day after the water went down (he hasn't been back since, so we couldn't get him). He checked the power, etc, all OK and got it running. He did say one of the capacitors will probably need changing (which I did). When all the appliances were demo'd, they turned all the breakers off except the A/C. (A/C was actually being fed from different breaker). What threw me off was there was still control power to the coil, so I was thinking it still had 240v. Apparently the control power is fed from another breaker.
Ed figured this out pretty quickly, and did a few other things.
