Not shopped! I live in shite port and I actually took a picture of this exact same car with the same pallet setup a few weeks ago. I couldn’t stop laughing. Gotta give the dude credit because he had it rigged pretty good.

Pallets of that quality go for about $2. He most likely is stealing them from a warehouse and stacking enough of them up to call a guy that will come and pick up a trailer full and pay him a couple hundred dollars for the entire stack.
