But I can hear water running inside the wall behind the toilet. What could be the problem?

If not trolling.... Shut off the water main. You have a busted pipe and are about to have some serious damage coming...

I am serious. If water is not coming out faucets but you hear running water in the wall behind the toilet, what else would it be?

Alrighty, here’s an alternative explanation:
Maybe there’s a noisy family of Jews hiding out from the Nazis in your walls.
I’d go with the busted pipe one but it’s up to you.

Seems more likely that the freeze blockage is closer to the toilet. I'm going to boil some water and put it in the toilet tank and flush to see if that helps.

Lets see here...
Below freezing temps
Water not coming out of faucets
Water running inside wall
I wonder...

Tear down that wall and let the illegals in and fix that pipe

Yes cause hot water in the drain will help the inbound water how?

You won the plumbing trifecta.

Okay you’re an idiot

The drain pipe and inbound pipe are probably next to each other. Maybe if I heat the drain pipe the inbound pipe will heat up.
I tried putting boiling water up my faucets outside but they are all pointed down.
