I think I may be doing WOWYHI threads wrong in my mind NSFW

Please clarify something. Using this pic as an example:
If someone were to post: 3 4 1 6 5 2
Does that mean the third person from the left in the pic is his number one choice because she has a "1" on her position or is position 3 his number one choice since its the first number listed, then position 4, etc.?
