He can give them his ID sitting where he's at. He's done nothing to indicate he's any threat. I've been pulled over and had cops as for my ID and never have I been told to get off my bike and put my hands up or anything so they can check my ID.

This is NOT true. At all. I've been on probation in college for an underage consumption. It was a ticket, that never came with jail time. You are clearly no attorney. The same can be said for simple possession.
