I’m pretty confident in my attic insulation. It’s colder than a witch’s tit up there right now…..it’s not appreciably warmer than the outside environment. Even my attic access is tighter than Dick’s hatband.

Yes
You can literally make a hole in an ice dam much like a river reservoir. Think of it like the Toeldo Bend dam releasing water into the Sabine after a massive flood.

We do. Its called felt. I mentioned it in the OP. Felt is water proof but water can still pool and get under the felt seams.
Not every roof in LA has ice and water shield on the eaves. Most only have it in valleys

An ice dam can form under the snow
In 2021 you could see them in some cases because that was ice and sleet
This is powdery snow and will be harder to spot. That's why it's best to knock it off the eaves.

I promise you people up north are very educated on ice dams whether they build houses or not
Bucky knows what he is talking about. Many people think stuff like that can't happen in Louisiana so they probably ignored his warning.
I am telling people I saw it firsthand as recently as 2021 in Louisiana

This may limit the amount of dams at the drip edge and gutters
