I know people are ignorant, but I always laugh when people think that because someone doesn't speak english that they are not American.
There are not many people who still speak it, but a few people still only speak cajun french. They are American..
Not to mention America doesn't have an "official" language. But I am guessing that cigarette in her ear is one she borrowed from someone in the store and she was waiting to get outside to smoke it and the reason she was paying with cash was because that's all she had, otherwise; she would have been buying cigarettes. That's what I would have said if we were playing the assumption game.

That said, telling people to go back to their country shows a low level of emotional IQ. Sure, it looks bad in this case because the other woman is apparently Puerto Rican but the issue runs deeper than that: If you're dealing with an a-hole, deal with them as an individual not a nationality.
