This happens all the time. After the shooting the police handcuff the suspect and then the witnesses show up and say he was handcuffed BEFORE they shot him.

About his offspring:
One son, several years old.
According to one site: a baby girl, born recently.
And with the mother of his son, a baby girl possibly about to be born after the first babymomma got hysterical after he got shot.
It's possible that the two baby girls are the same, depending on the diction of the person interviewed.

Well now that that's cleared up I get why the residents are mad too. The guy was passing out meals to the neighborhood elderly and the cops filled him full of holes.

The US Marshal Service is the ones that shot him.
Lil homie was in a stolen Infinity that he car jacked and shot the owner 5 times. The guy he shot survived and they knew one another. The victim knew his name, where he lived, and picked him out of a picture line up.
As the Marshals were serving the warrant, Lil Homie rammed the Marshals car with the stolen infinity twice. Then he exited the vehicle with a rifle. At that point the Marshals dispatched lil homie.
Apparently he was a "lieutenant" in whatever gang is in that area. So many of the "citizens" did their usual thing the night of the shooting.
Since then, the facts of the case have come out. There is body cam footage of the shooting.
The usual race bating agitators did show up, but when presented with the overwhelming facts, they went back to from whence they came.

I forgot to mention that 30 Memphis Police officers were injured, mostly from "citizens" tossing rocks at them.
One news reporter was hospitalized after getting hit pretty hard in the face with a brick because, "his color ain't right".
MPD did not retaliate. Only 3 arrests were made.
US Marshals and MPD handled this one by the book.
