I call it buckling. Acclimate your wood 24-48 hours before installation. leave a expansion joints along the perimeter of the rooms.

Yes, remove the base or quarter round where its bound up and use a angle saw to cut an expansion gap.

if necessary remove boards and then put them back.

No, it’s not. That’s a stability (comfort) question which I’m asking you. Do the floor joists need to be braced so there is no question of LTB(lateral torsional buckling)?

I say the plywood restricts it on the top cord. And, the load transfers to the adjacent (stiffer) beams. But, why do I see builders put bracing between joists?

If your subfloor is flexing that is a structural issue and not a division 9 issue. finish flooring has no effect on that.
