Here is a zoomed in view of the cone from the interactive map on the NHC website. The black line is the center line of the cone, but the center of the hurricane could go anywhere within the cone.

Also worth pointing out that the NHC doesn’t predict the line nor the cone - they only predict the center locations at various intervals.
Once those intervals are set, they connect them with the line. Then they draw a predetermined circle around each center that would encompass a 1 standard deviation miss (based on previous 5 years of misses) at each interval, then they connect the circles into a cone.
Understanding how the cone is formed can help you understand the shifts/misses/etc

The global models are still way too close to Tampa. The 00z ICON is right is to the Tampa Bay. I wouldn’t declare Tampa safe yet
