I meant that the catastrophic threat was always rain/surge, not wind.

Jeff’s dumbass lucked out and happened to find himself in the middle of a strengthening Cat 4 hurricane last year in Harvey so now he has to act like every storm he’s in is a 140 mph monster about to kill him.

Agreed, but it's funny that his predicament during Harvey is considered "lucking out"

However, in his field it's certainly true.
