have city workers line the streets with pellet guns and give them a $1 bonus for every rat they kill

it gives them something to do and serves the public good

Wow New Orleans is a gross place who would have ever known.....

Also sounds like they have a great opportunity to knock out a large portion of their ray problems. Poisoning them should be easier than ever.
