Human Leg found in the Tickfaw River

With all of the homeless and vagrants in that area, I'll bet it belonged to someone who disappeared during the flood. Some person who wondered into the area that no one knew before, disappeared during/after the flood and nobody bothered to report it.
That's IF it is even a human bone. Clean-up crews aren't exactly known to be made up of forensic anthropologists.
