3' wide and maybe 50' tall with no bay bracing, no wall ties and wrapped in plastic that is a wind hazard.

That looks like Patent QES scaffold to me. It was designed to be erected using ringed posts and horizontal members. No, or minimal, diagonals.
I can't accurately tell the footprint size versus the height from the pics. I don't see any tie backs, but that doesn't mean they weren't there.
I'm curious as to what type of work was taking place. It looks like solid plastic sheeting or shrinkwrap was on the exterior. Mesh material would have let some wind pass through, but above ~25mph it doesn't really matter. A mesh will act as a solid at higher wind velocities.

It was and probably went back to the 1950’s or before in that location. I use to ride and pick up scaffold there when I was a kid in the late 60’s up until probably late 90’s. All walk through and masonry frames back then.

Those 3 buildings across from One Shell Square on Carondelet are under renovation. My assumption is that the scaffolds were erected for that project.

At-Pac doesn't erect scaffold...they manufacture, sell, and rent to other scaffold companies. It looks as though there are some other manufacturer's material out there too.
