Filled seats = more money to the school/school district. Inner city schools don't care about education, they care about the money.

School districts aren't going to expell a student and lose that money, they'll just shuffle them around from school to school

My take...the school system is scared of litigation...by the student! If the young man is deemed to be special needs, you know...like violently acting out is part of his "exceptionality", then he is virtually untouchable. The money "gained" from keeping students with a SPED designation in the school system pales in comparison to the potential liabilty of a lawsuit from them. They keep them around because, based on potential litigation, they have to.

TLDR - It is cheaper to pay off one sub than the thousands of SPED students whose needs are not being met.
