How you go about dealing with something that is so out of reach?

Sometimes it is a job. Perhaps it is a location. More often it is a person.
Last year, I was offered a great opportunity to run some operations up in the Pacific Northwest. That is an area that I would love to live. Due to circumstances, I had to decline the offer.
There is something about that chance. About missing it. About opportunity lost. About regret.
Of course i drink, hookers and blow, and other levels of general rougebag nature. When all those times slow down and you really have time to be alone with your thoughts, so much of that stuff comes back to the front of the memory banks.
Does that shite ever go away? Do we always look back on what may have been?

No and yes.
People are always happier when they try out that job or new experience or whatever. Better to try and fail than to always wonder what if.

I think not, but your perspective changes and you learn to accept it. The intensity of regret (or whatever word you'd use for the feeling) will lessen as time passes. Gratitude in your everyday life is a helpful practice.

You just gotta come to terms with the fact that all that shite is gone. Whatever circumstances or actions played a part in you declining that job are not going to change.

I was offered a job in Raleigh in my late 20s but due to circumstances at the time I had to turn it down. I still regret it sometimes.
