It’s difficult to help those that refuse help. I know that’s not every homeless person, but there’s a certain percentage that would just rather be homeless. For the ones that do want help, I could see a tiny house community of some sort being a solution. Whether they rent to own or just rent, it would be cost effective for them, and probably a cash cow for whoever set it up. Small lots, small houses, but it would give those that want stability and a permanent address a chance to succeed.

Send them all to California, the weather is almost always nice, the citizens are very accepting of them, and Hollywood will support them all because they have plenty money and are only a few speed balls away from being homeless themselves. It’s a win-win.

You are witnessing the predictable social results of terrible policy. Recency bias has you accepting the results as "unavoidable" and "irreparable" because it's hard to remember anything else.

But there was something else, and there is a reason things were not always as they are now in California. It's no mystery by the way. It's no more magical than arriving at the simple realization California was once a politically balanced state, focused on solutions rather than excuses. Radical politics only arrives at its extreme through lack of accountability, but that is where California resides at the moment.

There are a litany of solutions. Just as in a radicalized unchallenged politik there are a litany of excuses or blame transferences.

What most homeless want is to be able to sit around and drink or take drugs. The begging and theft is just a way to get money for those. Take all of the money currently spent on homeless programs. Build a city of tiny houses out in the desert away from everyone. Provide all of the free drugs and alcohol that they could want. Provide free food and medical. Free tiny house. Let people come and go as they please
Bums are happy, cities are happy to be rid of bums. its a win/win.

For some not a choice but for many a choice.

FWIW, they are drawn by climate to SoCal. Many are on disability from Feds though able to work.

If there were no cameras or mobile phones to record anything, would we have a homeless problem? Would "authorities" act differently and the homeless would just disappear?

The guy has no desire to work a job or pay rent, utilities, purchase food or keep a house for himself.

That will only encourage people to choose that lifestyle.

You should get two options
1) Help. Case assessed. That person may need a mental facility or just need to be informed/guided with the existing assistance programs. For those that aren’t mental or dealing with recent financial hardship there should be a work program. You can earn housing by helping build and repair houses for the program (kind of like habitat for humanity volunteers). To keep your placement, your home has to pass regular inspection and you have to work for the program to produce food and whatever else for the community. Educate them on adult responsibilities and have them make the things they need. You can transition to a real job as long as you let the program help manage your finances. Once you are self sustaining you can “graduate” and move out. You can leave anytime before that if you want, but you only get 2 chances.

2) Jail. While the crimes they commit may not typically result in jail time, if you don’t have a home or family willing to take you in you go to jail for your own safety. You can leave as soon as you have family to take you in or you choose the help option.

If you were a private property owner, you used to be able to hire Gurvich’s goon squad at NOPP, or Marcello’s muscle from the 9th ward, to patrol your storefront and property, knock a few heads if necessary, and send the message to the street to stay away.

That’s not allowed anymore. Cell phones and snowflakes stopped it.

Doesn’t solve homelessness, but sends a message that it’s not acceptable on or around your property.
