How would you solve the problem of homelessness?

I lived in LA for several years and saw a lot of homeless people. Seeing skid row was by far the scariest. It’s sad and disturbing to see people in those conditions. It’s a big fricking mess I don’t see how it can be fixed.
So, if you were tasked with solving the homelessness problem in this country, how would you do it? Good luck!
Also, this is an adult conversation so save your kill them all or bomb the camp etc. responses for the political board.

Fill an island with a bunch of weapons, have them all parachute out of a plane onto the island, the last person alive wins $1M.

To solve almost any human problem almost requires elevating yourself to an omnipotent level, whether good or evil. Executing them or work camps would solve it. But its immoral. So I'm out.
