I would buy a beautiful Ranch in SE Colorado for ~$18MM
Land in Oklahoma and Iowa for ~$3MM each
Freeman Catamaran for ~$0.5MM
Sportfisher for ~$1.5MM
rest of that $4MM would be a ridiculous party/trip for me and my friends
and you would lose all of it after 30 days for failing the test
a whole lot of people would lose not from an ability to spend money, but from a lack of ability to follow relatively simple rules.

maybe sometimes I don't read good
Ok so I buy all those things for friends. Boom. They're happy and I get $300MM

$68 million in fireworks is the way to go, although that might be difficult given the most expensive fireworks display costs $6M and it probably took well over a month to make happen.
The simplest thing to do is throw some huge arse party with celebrities. Rent out an arena or something. I'm sure you could easily spend $68M on that.

Cost per 30 days
Charity: 3.4m
Gambling losses: 3.4m
Private jet flying 24 hours a day: 15m
London penthouse: 0.4m
Wembley Stadium rental: 19.5m
Rolling stones or similar performing every night: 37.5m
That's 79m, I win

I think most netjet and the like accounts are akin to fractional ownership in their fleet.

feel like for $68 million I could convince Jeff Tweedy and Jay Farrar to reunite Uncle Tupelo to open for Reckless Kelly, the Old 97s, and then have Chris Pratt close it with an ode to Lil Sebastian.
Where do I sign up. ill just get drinks while Reckless Kelly plays.

Put on a free concert like a Woodstock type thing. Pay the largest bands and celebrities in the world to show up on short notice. Pay for all of the concessions yourself. Literally everything is free to the public. I think you could spend a ridiculous amount on that, especially paying the biggest artists to appear within the 30 day window.

indecent proposal to everyone I know's wife.

A lot of those might classify as charity
