How would the OT handle this situation?

1. Company A calls Company B to assist them on a project. The work being provided is governed state to state.
2. Company A is well over 50% done on the project and just expects Company B to help issue at the end.
3. Company B has presentation to help with project but emphasizes that they cannot just show up at the end. State requirements call for complete supervision from start to finish to allow for this work to be completed.
4. Company A realizes it isn't a quick answer/low cost so that communicate that they have the current supervision to issue on their own.
5. Company B now believes Company A is trying to circumvent the state law to save money and is obligated by this board to report the alleged violation.
6. Company B's first step is to notify Company A and allow them to provide a corrective action before contacting the governing board.
How does Company B do this without it sounding like blackmail?

Obvious answer here is to pick a price and bribe them until something is done.
Or just site the board regulations during step 6.

Just come out and say your company is blackmailing the other company and you'd like the OT's approval of your large scrotum.

We are waiting on Company A's internal discussions to be complete within the next week.
Company B's next step will hinge upon that decision.
